On the left healthy venous valves can be seen. They point towards the heart. Like all valves they only let the blood pass in one direction (here upwards).
If the blood flow slows it tends to reverse direction, which then fills the so called pockets of the valves which causes the valves to close which prevents backflow of the blood.
Defective valves cannot correctly regulate the blood flow because the valves remain open.
