During male circumcision, the foreskin of (and thus the most touch-sensitive part of) the penis is removed.
Most of the touch-sensitive nerve endings are in the foreskin, whereas the glans mainly presents unspecialized nerve endings and nociceptors. Once the foreskin is removed, it is no surprised that sensitivity decreases drastically which impacts sexual behavior.
